Use the baseaddress statement to specify the address to which a DLL will be built and, if possible, loaded. It only applies to WINS builds.

Use it to give each DLL a different base address, so that the Windows loader doesn’t have to do any relocation while loading EPOC and its DLLs. This considerably speeds up the initialisation of EPOC under WINS.
